If it says supply signal 2 for a vote, you will get that reward for each vote until the next tier is reached. once you have voted 61 times in a month, every vote will give you 1 original supply signal, 2extra signals, and 3 c4. So 3 votes a day after 61 votes gets you 9 signals and 9 c4 per voting day.
